Correspondence is triaged, its history and policy attached, the reply drafted and the deadline chased; the minister, mayor or delegate signs. Papers are assembled from the owning services, interests checked against every item, and issued three business days before the meeting. Resolutions and decisions go on a public register with their actions tracked. Delegations are enforced by MG-12 at every decision. Measures first.
