Extracts and entitlement
The public view is anyone's. A full record is the subject's at IAL2, or a third party's on a basis the access rules allow. A disputed entitlement is the registrar's decision (GL-RG-06); suppressed details are never released without the registrar (GL-RG-05). Certified extracts carry a hash verifiable against the register.
